Definitely the children. I'd make sure they had the proper parents, the proper education, and all their basic needs met. They are, after all, the people who will be running this country later: they should be the top priority on everyone's list.

That's nearly impossible to say; there's so much that's important. I know I'd put a lot of emphasis on undoing the damage that people have done to the world, although I have this theory that humans are by nature destructive.

I would make education--for all ages--my first priority. One prime target would be the disadvantaged school districts, whether rural or urban. I would increase Head Start money, provide outreach services for every family--not just the kids, but the parents--for prenatal care, child development advice, nutrition information and other in-home education that proved necessary.

Life, liberty and the pursuit of happines for everyone (and I mean everyone). This means that all had the opportunities to fully participate in society and life the life they really wanted. This would mean ensuring challenging and exciting learning environments, having access to health and medical resources, the ability to live in safe and non-harmful surroundings, access to information and goods of all sorts, and the support of an involved community be they parents, teachers, work colleagues or family. Too many people (children especially) are given up on because they are too poor, too powerless, or simply not deemed important. So much waste. I apologize for the polemics.

Leading a country is a very huge responsibility. I think there are many 'number one' priorities to consider. Peace, growth, productivity, etc. The list goes on. It's too hard to just pick one. Or maybe I just lack leadership qualities…
