makes an effective meeting?
An agenda that

There is a clear
understanding of what will be discussed and the amount of time necessary.
There is someone responsible for monitoring the time and moving discussion
along. There are goals for the meeting. Someone notes important action
items.

Much depends on
the purpose of the meeting. Generally, having all participants focused
on the problem being dealt with.

An effective business
meeting? I haven't been in a whole lot of business meetings, but I'd guess
donuts and catchy ways of getting people's interest.

If we're talking
about an office-type meeting - preparation, time management (so no one
drolls on for an hour), participation, accuracy, organization...and at
least one person with a kick-ass sense f
humor.

A reason for meeting,
an agenda with time limits on discussion and a moderator who keeps the
discussion focused.

My favorites are
the ones that are direct to the point, stay focused, and are fairly short.

Having
all members of the meeting come prepared, both physically AND mentally!
You can have as many outlines and silly little notes to yourself as you
want, but if you don't WANT to be at a meeting, you're not going to be
productive and effective, and you might as well just go home.
